规划建设光谷科学岛是东湖高新区（即东湖新技术开发区，又称中国光谷）抢抓国家新一轮科技战略布局调整机遇的重要举措。光谷科学岛的建设将有利于武汉市及光谷融入全省构建“一芯驱动、两带支撑、三区协同”的区域发展新格局；将有利于推动武汉市建设国家中心城市、综合性国家科学中心；将有利于光谷落实创新驱动发展战略，实现城市高质量发展，打造光谷科创大走廊枢纽型节点。
Planning and construction of Science Island of Optics Valley (the Island) is an important measure for East Lake Hi-tech Zone (namely, East Lake Hi-tech Development Zone, also known as Optics Valley of China) to seize the opportunity of the new round of national strategic layout adjustment of science and technology. The construction of the Island will help Wuhan and Optics Valley integrate into the new pattern of regional development of "one-core drive, two-belt support and three-area coordination" in the whole province; promote the construction of Wuhan as a national central city and a comprehensive national science center; and help Optics Valley implement innovation-driven development strategy, achieve high-quality urban development, and create a hub of large Kechuang Corridor of Optics Valley.
光谷科学岛坚持以人为本、人与自然和谐共生，将强化“科技”的产生、应用、实践和推广的全过程。科学岛规划将充分对标世界一流科技城，力争建设成为“国家基础前沿创新领头雁、光谷科创大走廊的源头区、国家科学中心核心承载区和光谷未来三十年发展的新引擎”。
The Island insists on people-oriented principle and harmonious coexistence between man and nature, which will strengthen the whole process of the production, application, practice and promotion of "science and technology". Take the world-class science and technology city as the benchmark to plan the island, and strive to build it into "a leading area of national fundamental and advanced innovation, a source area of large Kechuang Corridor of Optics Valley, a core bearing area of national science center and a new engine to the development of Optics Valley in the future thirty years.
为充分发挥光谷科学岛的战略价值，加快推进光谷科学岛的规划建设，东湖新技术开发区管委会组织开展本次城市设计国际征集工作，旨在以国际化视野、前瞻性思维、创造性设计，指导光谷科学岛高水平规划、高标准建设。
In order to give full play to the strategic value of the Island and accelerate the planning and construction of the Island, the Management Committee of Wuhan East Lake Hi-tech Development Zone organized the international solicitation of urban design plan, aiming at guiding the high-level planning and high-standard construction of the Island with international vision, forward-looking thinking and creative design.
本次征集活动面向全球公开邀请具有相关规划设计经验的规划设计机构参与，欢迎全球优秀的规划设计机构递交征集建议书。
As for this international solicitation activity, all planning and design institutions with relevant planning and design experience all over the world are welcome to submit proposals.
一、项目概况
I Project Overview
1、项目名称：中国•光谷科学岛城市设计方案国际征集
1 Project name: International Solicitation of Urban Design Plan of Science Island of Optics Valley of China
2、征集任务：中国•光谷科学岛城市设计方案设计。
2 Solicitation task: Urban Design Plan of Science Island of Optics Valley of China
3、设计范围：本次城市设计国际征集范围为外环以东、武黄高速以南的半岛区域，具体东临未来二路、西临豹澥湖、北临豹子澥路、南临港湾路，总用地面积约16.8平方公里。
3 Design scope: The scope of international solicitation of urban design plan covers the peninsula area in the east of Outer Ring and south of Wuhan-Huangshi Expressway, specially, Weilai Second Road in the east, Baoxie Lake in the west, Baozixie Road in the north and Gangwan Road in the south. The total land area is about 16.8 km2.

针对产业策划、功能业态等内容，扩大至未来科技城为研究范围（含光谷生物城生命健康小镇、安湖洲湿地公园、鄂州红莲湖科技园），总用地面积约79.8平方公里。
In view of industrial planning, function format, etc., the area extended to Future Sci-Tech City (including Life and Health Town of Guanggu Biological City, Anhuzhou Wetland Park and Ezhou Honglianhu Sci-Tech Park) is included in the research scope. The total land area is about 79.8 km2.

本次城市设计国际征集旨在面向全球公开征集具有前瞻性与创新性的城市设计理念和空间方案，通过对光谷科学岛进行综合规划研究和系统性设计，为武汉市及光谷塑造一个科学创新的引擎区、一个生态宜居和文化共享并举的区域引领之城。城市设计国际征集方案将作为光谷科学岛规划建设的总纲文件，指导科学岛高水平规划、高标准建设；同时国际征集方案将是下一步控制性详细规划编制的重要支撑文件。
This international solicitation of urban design plan aims to solicit forward-looking and innovative urban design concepts and space plans in the world. Through comprehensive planning research and systematic design of the Island, a scientific and innovative engine area, and a regional leading city integrating ecological livability and cultural sharing will be created for Wuhan and Optics Valley. The international solicitation plan of urban design plan will serve as the general outline document for the planning and construction of the Island, to guide the high-level planning and high-standard construction of the Island. At the same time, the international solicitation plan will be an important supporting document for preparation of the next regulatory plan.

三、应征申请人资格要求
III Qualifications of Applicant
1、应征申请人应是合法注册的法人实体，并具备如下条件之一：
1 The applicant shall be a legally registered legal entity with one of the following conditions:
（1）应征申请人具有城乡规划编制甲级资质；
(1) The applicant holds qualifications for Grade A urban and rural planning;
（2）应征申请人为外商在华设立的从事城市规划设计服务的中外合资、中外合作经营企业或外资企业；
(2) The applicant is a Sino-foreign joint venture, a Sino-foreign cooperative venture or a wholly foreign-owned enterprise established by a foreign investor in China and engaged in urban planning design services;
（3）应征申请人为中华人民共和国境外的规划或设计机构，应具有所在国颁发的从事城市规划设计或建筑设计的相应资格。港澳台规划设计机构的资格要求应参照本款境外规划设计机构资格要求的规定。
(3) The applicant is a planning or design institution outside the territory of the People's Republic of China, with corresponding qualifications for urban planning design or architectural design issued by the country where the institution is located. The qualifications for planning and design institutions from Hong Kong, Macao and Taiwan shall refer to regulations of qualifications for planning and design institutions outside the People's Republic of China.
2、本项目接受联合体应征申请人（联合体牵头单位及成员合计数量不超过2家）。
2 Consortium applicants (the number of initiator and member of the consortium is no more than 2) are acceptable in the Project.
3、除联合体的成员外，参加征集的应征人之间不应存在关联关系。
3 Except members of the consortium, the applicant in the solicitation shall be no correlation.
四、应征报名及《征集建议书征集大纲》的获取
IV Solicitation registration and acquisition of Outline of Proposal
1、有意向参加本次征集活动的应征申请人应通过邮件进行报名登记（报名表详见本公告附件，填写完成后E-mail至指定邮箱），报名时间：2019年09月25日至2019年10月08日12:00（中国北京时间）。
1 The applicant willing to participate in this solicitation activity shall make registration by mail (see the Annex to the Announcement for details of the application form, and fill in the form and then email to the designated mailbox). The registration time is from September 25, 2019 to 12:00 on October 8, 2019 (Beijing time).
2、应征申请人报名表及报名资料以PDF和DOC格式Email至邮箱whggkxd@163.com，湖北中盛汇金项目管理有限公司收到后，将《征集建议书征集大纲》、技术任务书及基础资料汇编电子版文件发送给报名的应征申请人。
2 The application form and information of the applicant are emailed to the mailbox whggkxd@163.com in the format of PDF and DOC. Hubei Zhongsheng Huijin Project Management Co., Ltd. shall send the electronic version of the Outline of Proposal, technical specification and compilation of basic data to the applicant upon receiving.
五、征集建议书的递交

应征申请人应按照《征集建议书征集大纲》的要求编制《征集建议书》，包括商务文件、技术文件和演示文件三个部分，并在递交截止时间2019年10月24日12:00前（中国北京时间）将《征集建议书》以电子文件形式发送至指定邮箱whggkxd@163.com（收到征集建议书的时间以上述指定邮箱收件箱显示的收件时间为准）。
The applicant shall prepare the Proposal according to requirements of Outline of Proposal, including the following three parts: business documents, technical documents and PPT documents, and send the electronic version of the Proposal to the designated mailbox whggkxd@163.com before 12:00 on October 24, 2019 (Beijing time) (The time of receiving the Proposal is the time in the inbox of the above designated mailbox).
六、征集建议书的遴选
VI Proposal Selection
1、征集建议书遴选时间：2019年10月25日上午9:30，

3、本次征集活动将组织相关专家组成遴选委员会对应征申请人的《征集建议书》进行遴选。应征申请人征集建议书的汇报形式分为两种，应征申请人可根据需要自行选择征集建议书的汇报形式：
3 In this solicitation activity, relevant experts will be organized to form a selection committee to select the Proposal of the applicant. There are two reporting forms of the applicant's proposal. The applicant may choose the reporting form of proposal according to their needs:
（1）现场汇报：应征申请人可派代表持有效的身份证明文件，在征集建议书遴选时间当天上午09:30前至征集建议书遴选地点，向遴选委员会汇报其征集建议书；
(1) On-site reporting: The applicant may assign representatives with valid identity documents to report the proposal to the selection committee at the place of proposal selection before 09:30 on the day of proposal selection;
（2）播放演示文件汇报：应征申请人未按时派代表现场汇报的，遴选委员会视为应征申请人选择“播放演示文件汇报”的形式，遴选现场将自动播放应征申请人征集建议书中的演示文件电子版。
(2) PPT reporting: If the applicant fails to assign a representative for on-site reporting on time, the selection committee shall consider that the applicant chooses "PPT reporting". The electronic version of PPT in the applicant's proposal will be automatically played on the selection site.
主办单位鼓励应征申请人选择现场汇报的形式。
The sponsor encourages the applicant to choose on-site reporting.
4、征集建议书的汇报时间不超过10分钟（600秒钟）。所有应征申请人的《征集建议书》汇报完毕后，遴选委员会将通过遴选选出3家设计机构入围，参加下一阶段中国•光谷科学岛城市设计方案征集活动。
4 The proposal is reported by the applicant within 10 minutes (600 seconds). After the Proposal of all applicants is reported, the selection committee will select 3 design institutes to participate in the next Solicitation of Urban Design Plan of Science Island of Optics Valley of China.
七、征集说明
VII Solicitation Description
1、本次征集活动共分为“征集建议书遴选”、“正式城市设计方案比选”、“城市设计方案整合及深化”三个阶段进行：
1 This solicitation activity in organized in the following three stages ("proposal selection", "comparison and selection of formal urban design plan" and "integration and deepening of urban design plan):
第一阶段为“征集建议书遴选”阶段，主办单位面向全球设计机构征集项目《征集建议书》，通过对应征申请人递交的征集建议书遴选，选出3家设计机构入围，参加下一阶段中国•光谷科学岛城市设计方案征集活动。
Stage I ("proposal selection"): The sponsor solicits the project "proposal" for the global design institutes. Through the selection of the proposal submitted by the applicant, 3 design institutes are selected to participate in the next Solicitation of Urban Design Plan of Science Island of Optics Valley of China.
第二阶段“正式城市设计方案比选”阶段，2019年10月30日将邀请三家入围的设计机构来汉召开征集发布会，领取设计任务书、踏勘现场、参加答疑会，正式开始设计工作。三家入围的设计机构须于2019年12月16日（周一）17:00时前提交成果至主办单位指定地点（具体地点另行通知）。主办单位组织专家比选会（具体时间另行通知），设计机构来汉汇报设计成果，方案经专家比选为有效成果，并报送武汉市东湖高新技术开发区管理委员会确定方案比选排名，承办单位将给予排名第一的设计机构130万元人民币（含税）的设计补偿（奖金），给予排名第二的设计机构70万元人民币（含税）的设计补偿（奖金），给予排名第三的设计机构50万元人民币（含税）的设计补偿（奖金）。
Stage II ("comparison and selection of formal urban design plan"): On October 30, 2019, three design institutes selected will be invited to hold a solicitation press conference in Wuhan, to collect design assignment, survey the site, participate in question-and-answer meeting, and formally start the design. The three design institutes selected are required to submit achievement to the place designated by the sponsor before 17:00 on December 16, 2019 (Monday) (the specific place will be further notified). The sponsor organizes an expert comparison and selection meeting (the specific time will be further notified.). Design institutes may report achievement in Wuhan. The plan compared and selected by experts is an effective, and submitted to the Management Committee of Wuhan East Lake High-Tech Development Zone to determine the plan ranking. The organizer will respectively give RMB 1.3 million, 0.7 million and 0.5 million (including tax) to design institutes ranking the first, second and third, as design compensation (bonus).
第三阶段“城市设计整合及深化”，承办单位将与最终优胜的设计机构签订城市设计方案整合及深化合同，由该设计机构与承办单位共同完成城市设计方案的深化及整合工作，合同金额为330万元人民币（含税）。
Stage III ("integration and deepening of urban design plan"): The organizer will conclude a contract for the integration and deepening of urban design plan with the ultimate winning design institute. The design institute and the organizer will work together to complete the deepening and integration of urban design plan. The contract amount is RMB 3.3 million (including tax).
2、设计机构应保证设计成果中所有内容均为设计机构原创，不得包含任何侵犯第三者知识产权的资料。
2 The design institute shall ensure that all the design achievement is created by the design institute, without any information infringing on the intellectual property right of any third party.
3、设计机构提交的全部设计成果的知识产权归主办单位所有。
3 The intellectual property of all design achievement submitted by the design organization shall be owned by the sponsor.
4、征集过程中发生的差旅费及其他费用由参与征集的设计单位自行承担。
4 Travel expenses and other expenses during collection shall be borne by the design institute itself.
5、本次征集活动及相关文件的最终解释权归主办单位所有。
5 The right of final interpretation of this solicitation activity and related documents shall be owned by the sponsor.
